Why build this?
Standard B2G consultancies tell you "the Ministry of Digital Development is leading AI strategy" — useless for capture. This site tells you the deputy minister responsible for AI procurement, their LinkedIn, the donor programme co-financing their pipeline, the decree authorising their budget, the half-life remaining on that decree, the closest global precedent, and the named pitch hook that maps to their published commitment. And when something is wrong, the Honesty page says so.
How is this different from a Big-4 report?
- Open. Apache 2.0. Clone, fork, rerun.
- Typed. Eight record types with foreign-key integrity. The data is a knowledge graph, not a stack of slides.
- Reproducible. Total runtime ten hours, total paid OpenRouter under twenty dollars. The pipeline is one
make runaway. - Adversarial. Wave 5 finds at least three HIGH-severity issues. In this run it caught four wrong Tier-1 identities — corrected, sourced, and named in Honesty.
- Localised. Fifty-three percent of sources are Russian-language. Cyrillic content carries proper
langattribution.
What is the refresh cadence?
Quarterly. Each refresh re-runs Waves 1, 2, and 5 and incrementally extends Waves 3, 4, and 6. Releases are tagged on GitHub with the data vintage. Subscribe to the Atom feed or watch the repository for releases.
How can I help?
Open an issue with a research correction if you spot wrong data — wrong decree number, stale role, missing donor programme. Open a PR if you want to extend the schema, add an agent, or improve a renderer. Both are welcome.
Privacy and ethics
This site never publishes private contact details — phone numbers, home addresses, personal email — for any named individual. It never speculates on political loyalties; only documented public positions. The private outreach kits with warm-intro paths and diaspora-flagged advisors live only in a contributor vault, not on the public site.
Funding and conflicts of interest
This research is self-funded. Alexandr Valuev has no current vendor or donor mandate dependent on its findings. The site lists no advertising and accepts no sponsorship.
